1. President's
remarks
The Association is honoured
to have the continuous support from the Honourable Mrs.
Anson Chan, Chief Secretary for Administration, as its
patron. Upon the retirement of Mrs. Chan, the new Chief
Secretary for Administration, Mr. Donald Tsang has agreed
to be our new Patron in May 2001. The Executive
Committee of the Association continued to seek the strengthening
of its ties with counterparts in the region and to maintain
close contact with its Members. We have organised
a number of short trips to the Mainland and participated
in seminars and conferences in Macau and Manila etc.
With limited resources, we have managed to support a
number of students to attend some of these conferences,
utilizing the last allocation we have obtained from
the Sir Robert Black Trust Fund. The Association has
developed some new source of income from co-organizing
conferences and seminars with local government organisations
and universities. We received over HK$ 60,000 from this
source in the past year. We will continue to build upon
our successes in the past and strive to do more for
our members and the community in the years ahead.
2. Membership
During the year, out the
two hundred on the membership list, there were 104 paid-up
members and 20 student members. 14 new members were
added.
3. Public Administration
and Policy: A Hong Kong and Asia-Pacific Journal
In conjunction with the
Department of Public and Social Administration of City
University of Hong Kong, the Association continued to
publish a bi-annual journal free for all members.
Two issues were published during the year.
We have also published
a quarterly Newsletter to keep members informed of the
activities of the Association and to encourage participation.
Three issues were issued during the year.
4. Lunch/Dinner Talks
and Visits
HKPAA had organised a number of functions
for Members:-
- A luncheon talk was given by Dr. Anthony Cheung,
Head, Department of Public and Social Administration,
City University of Hong Kong, at the eleventh Annual
General Meeting of the Association held on Thursday
15 June 2000, at the Staff Club of CGO (New Annex)
in Central, Hong Kong.
- The delegation consisting of 20 officials from the
State Planning Commission as well as the Ministry
of Personnel etc. visited Hong Kong from 25 October
to 5 November. We had provided logistic support
and lined up a number of visits for them, including
visit to HK Police, BSPU, China Light & Power,
HK Gas and Poly U etc. The President and ExCo
members hosted a lunch for the delegates at HK Cricket
Club as well.
- Three officers from Shanghai Personnel Bureau had
visited Hong Kong from 7 to 14 March 2000 to examine
the translation service in the public sector. We provided
logistic support and lined up a number of visits for
them, including visit to HK Exam Authority, OLA and
San Po Kong District Office as well.
- A 24-member delegation from Macau Public Administration
Association ALAP visited Hong Kong from 11-12 May
2000. We exchanged views with them on recent Civil
Service Reform of our SAR government.
- A
delegation to Shenzhen Science Park/Party School was
held on 15 April 2000 and 12 members attended. After
visit to the HRM unit of the Organization Department
and the Party School, members visited the Shenzhen
Museum as well. The Shenzhen Party School hosted
a luncheon for the group and provided free transport
during the visit.
- A
two-day delegation to Macau Public Administration
Association ALAP and Zhuhai Hi-tech Development Centre
is scheduled on 24 and 25 June. We plan to visit
the Macau and Zhuhai government departments.
5. International Conference
HKPAA had organised/participated
in the following conferences and seminars:-
- An international conference on Public Management
and Governance in the New Millennium: Lessons from
the Past and Challenges for the Future¡$¨$organised
by City U and co-sponsored by HKPAA was held on 10-11
January 2000. We sponsored some 15 undergraduates
from various tertiary institutes to attend this conference.
- Dr. Fong attended the IASIA Conference and presented
a paper at the National School of Administration in
Beijing 13-14 July 2000. This is an annual conference
of International Association of Schools and Institutes
of Administration (IASIA). The theme of the
Conference is: Improving Accountability, Efficiency
and Responsiveness in government: ideas and lessons
for the new millennium. There were about 200
attendees from 60 countries.
- As the co-organiser with the Efficiency Unit, 12
HKPAA EXCO members represented HKPAA to attend the
conference. Dr. Peter Fong took part in the
VIPs photo session with our patron, Mrs. Anson Chan
before she delivered the keynote address at the opening
ceremony. 350 delegates of whom 150 came from
overseas and local delegates mainly came from Government
HKSAR senior officials attended the conference.
There were 30 seminar presentations, as well as 4
keynote speeches.
- The E-Government conference was held from 14-16
November in Hong Kong and on 17 November in Macau.
The conference was jointly organised by HKU SPACE
and PARTNERS (Singapore) and supported by HKPAA.
- A Seminar presented by Mr. Clive
Parry, Head, International Public Service Unit of
the UK Cabinet Office (CMPS) was held on 5 December
2000 for Executive Committee members of HKPAA at AIOU.
- Dr. Fong, Dr. Gloria Chan and YH Cheung attended
the seminar of ¡$§The 15th Five-year Plan
of China¡$¨$organized by AES held on 16th
February 2001.
- A joint evening seminar was held by HKPAA and AES on 26 April 2001. Dr. Anthony
Cheung was invited to be the speakers.
6. Liaison with other
associations
- The HKPAA has maintained strong linkages with a
number of local and overseas associations, which have
an interest in public administration. The linkages
are based upon both formal liaison as well as regular
interactions.
- The HKPAA is a corporate member of the Eastern Regional
Organisation for Public Administration (EROPA).
It has also established formal co-operation agreements
with the American Society for Public Administration
(ASPA), the Commonwealth Association for Public Administration
and Management (CAPAM), the Chinese Public Administration
Society (CPAS), the Macanese Association of Graduates
in Public Administration, the Japanese Society for
Public Administration, and the Korean Society for
Public Administration. The HKPAA has also been
exploring the possibilities of establishing linkages
with public administration associations in such countries
as Australia, Malaysia, Taiwan and Singapore.
- Other than formal linkages, the HKPAA has engaged
in regular interaction and exchange with other public
administration associations. We have sent delegations
to attend functions organised by these associations
as indicated above. For instance, our delegation attended,
and presented papers at, the ASPA annual conference
every year. Furthermore, members of our executive
committee have visited other public administration
associations. We also received visitors from
these associations when they stopped by Hong Kong.
7. HKPAA
Flyer
A new flyer in both English
and Chinese version has been produced to introduce the
association's history, objectives, activities, patron,
advisors and ExCo as well. It also includes a Membership
Application Form.
8. HKPAA homepage
A revamp of our homepage has completed. The new website
is http://www.hkpaa.org.hk/.
The previous website in Baptist U will be removed. The
new email address is hkpaa@hotmail.com.
